In Alabama, if an individual is the only candidate to successfully qualify for a municipal office, including a city council position, they are deemed elected to that office without opposition.
Here's how it works:
- No Election Required: When only one candidate qualifies for a position, their name will not appear on the ballot for the regular election.
- Certificate of Election: The mayor and council will create a formal record of their unopposed candidacy and issue a certificate of election on July 8th.
- Assuming Office: The individual will then take office on the first Monday in November following the election, at the same time as the other newly elected municipal officials.
- So, essentially, they get a "commission" to serve through this process of being declared elected without opposition. This means that voters in those municipalities with uncontested council seats will not have to cast votes for those positions on election day.
